Released in October 15th 2009 with 2 CDs. EMPRESS DISC is just only contain EMPRESS songs, and the PREMIUM BEST DISC contains existing songs (from IIDX 1st till DJTR).
Total songs are 180+! and song from IIDX 17 SIRIUS will show up here (but I dunno which one because still no info from KONAMI).

it's released now, and I got the disc.
(surely release date is October 15th)

SIRIUS songs is available. it's DOMINION by L.E.D-G.
also, 11 new CS songs is available to play (except Time to Empress), such as Tori-no-kimochi by Nekomata Master+, ToyCube Pf.(RX-Ver.S.P.L.) by Masafumi Takada, Electrorgasm by Sota Fujimori, etc.

Total songs is 99 songs in EMPRESS disc, and 99 songs in PREMIUM BEST disc. So, grand total is 198 songs. Whee, almost 200 desu ne...

in PREMIUM BEST disc, there's new mode: ARCHIVES. you can unlock all pictures from 3rd style till DJ TROOPERS and it'll be collected at there.

as i said, the end of IIDX for PS2...
